Since that time, countries have adopted over 12,000 standards and practices through ICAO which help to align their national regulations relevant to aviation safety, security, efficiency, capacity and environmental protection, enabling a truly global network to be realized. Commissioners serve as independent experts, who although nominated by their states, do not serve as state or political representatives. The commission is composed of 19 commissioners, nominated by the ICAO's contracting states and appointed by the ICAO Council. The Air Navigation Commission (ANC) is the technical body within ICAO. ICAO defines the protocols for air accident investigation that are followed by transport safety authorities in countries signatory to the Convention on International Civil Aviation. The ANC is therefore in charge of 17 of the 19 Annexes to the Chicago Convention, and recommend SARPs adoption or amendment that are related to these Annexes. The ICAO Council adopts standards and recommended practices concerning air navigation, its infrastructure, flight inspection, prevention of unlawful interference, and facilitation of border-crossing procedures for international civil aviation. The Air Navigation Commission manage the technical part of the ICAO Work Programme and acts under the authority of the ICAO Council. The commission consists of 15 persons, appointed by the council from among persons nominated by member states. United Nations Economic and Social Council States, which intend to present their candidacy for membership of the ICAO Council or its Technical Committees, in particular the Air Navigation Commission. Preparing and revising these standards and recommendations is largely the responsibility of ICAOs Air Navigation Commission, which plans, coordinates, and examines all of ICAOs activities in the field of air navigation.
